Subject:  Year of Expenditure Requirement in the Statewide and Metropolitan Planning Rule

 

Dear Transit Colleague:

 

As of December 11, 2007, the Year of Expenditure requirement in the Statewide and Metropolitan Planning Rule is in effect.  This requires that STIPs, TIPs, and Metropolitan LRTPs include project cost and revenue estimates that are reflective of the year that they will be spent or received respectively.

 

As contained in 23 CFR 450. 216(l), 450.322(f)(10(iv), and 450.324(h), “Starting December 11, 2007, revenue and cost estimates for the STIP, TIP, and Metropolitan LRTP must use an inflation rate(s) to reflect “year of expenditure (YOE) dollars,” based on reasonable financial principles and information, developed cooperatively by the MPO, State(s), and public transportation operator(s).”

 

Until the YOE requirements have been addressed and determined to be in compliance in that portion of the state, the FHWA and FTA can not approve amendments to current STIP/TIPs or perform any new air quality conformity determinations for any MPO.
