FTA issued a Federal Register Publication today concerning Third Party Contracting Guidance; Notice of Proposed Program Guidance; Proposed Circular.  This is a notice of availability of proposed circular and request for comments.  The publication is included as an attachment to this email.  FTA has placed in the docket and on its Web site, proposed guidance pertaining to procurements financed in whole or part with Federal assistance awarded by FTA through grants or cooperative agreements.  Comments should be submitted by November 27, 2007.
