Dear Transit Colleague:


Many of you may already know that FTA intends to publish, in the very near future, a Federal Register Notice explaining how FTA will allocate its FY 07 Bus and Bus Facility discretionary funding.  In addition, FTA will also publish, in that same notice, information regarding its New Starts and Alternative Analysis discretionary funding decisions.


Attached is a letter from FTA Administrator Simpson, dated yesterday, outlining the difficult decisions that were made especially with regard to the Bus and Bus Facility Discretionary Program and the rationale that supported those decisions.  All Bus and Bus Discretionary funds have been made available to the Department of Transportationís Urban Partnership Initiatives Program and allocated through Urban Partnership Agreements to selected cities throughout the country, where congestion has reached a near crisis point.  Included within the attachment are three tables regarding the Bus and Bus Facility, New Starts and Alternative Analysis programs detailing the discretionary funding decisions in each of them.  


For all those grantees in the region that submitted applications under the Bus and Bus Facility Discretionary Program I thank you for taking the time and expending the energy to put together the 43 high caliber applications that were received in this office.  Hopefully, this exercise assisted you in thinking through your bus and bus facility needs, and I truly would like to see many of these worthwhile projects find their way back to our office in another fashion.
