Subject: Federal Railroad Administration (FRA) Points of Contact
Dear Transit Colleague:
Michael Winter, FTA’s Director of the Office of Civil Rights (TCR), has asked that the regional office distribute the following information.
The Federal Railroad Administration (FRA) Associate Administrator for Safety, Jo Strang, has contacted TCR to identify FRA's points of contact for coordination of environmental issues and issues under the Americans with Disabilities Act (ADA). Ms. Strang asked that this information be provided to FTA grantees.
For ADA issues, the FRA point of contact is Richard Cogswell, Office of Railroad Development, 202-493-6388.
For environmental issues, the FRA points of contact are David Valenstein, Office of Railroad Development, and Mark Yachmetz, Associate Administrator for Railroad Development. Mr. Valenstein is the FRA lead and both can be reached at 202-493-6381.
Because many new starts projects are commuter rail systems that share tracks or right-of-way with Amtrak or freight railroad operations, FRA wants to ensure that the grantees have up-to-date contact information to ensure timely review of their environmental work for any impacts on Amtrak or other railroad facilities or operations. Similarly, because the ADA requirements for Amtrak service differ somewhat from those for commuter rail, and because freight railroad considerations can also affect the manner in which a commuter rail system complies with the ADA, FRA has designated a single point of contact in their Headquarters office to handle any inquiries and offer any technical assistance that may be required.
