Integration of Paratransit and Fixed-Route Transit Services, TCRP Synthesis Report 76, April 23, 2009, 2:00-3:30 pm, This report explores the experiences of transit agencies that have attempted to integrate their fixed route and paratransit services, such as by providing paratransit feeder services, community bus or circulators, connectors, fixed-route fare incentives, and route deviation. This study focuses on feeder services and community services, but also addresses instances where agencies adopted other approaches to shifting potential paratransit riders to less costly modes.

Shared Use of Railroad Infrastructure with Noncompliant Public Transit Rail Vehicles: A Practitioner's Guide, TCRP Report 130, April 30, 2009, 2:00-3:30pm, Public transit and freight rail operations can share rail corridors either by utilizing the same tracks or by separating track usage. This report focuses on “co-mingled” operations relating to light rail vehicles that do not meet current Federal Railroad Administration (FRA) crashworthiness regulations. This type of operations offers enormous potential for public transit expansion because freight rail corridors across the nation often provide the only available transportation corridors to connect suburban development with urban communities. The Practitioner’s Guide is intended as a tool-kit and handbook to identify candidate corridors and implement shared-track operations.

Insurance Challenges for Paratransit, National Conference of State Legislatures, May 28, 2009, 2:00-3:30pm, This issue brief addresses some of the most pressing insurance challenges facing the paratransit industry, reviews state laws regarding paratransit insurance and outlines various risk management techniques that have been developed for paratransit providers. The paper examines different state policy approaches to help provide vital services.
