Updated Title VI Program Guidance
This notice provides information regarding the Federal Transit Administration (FTA) circular update regarding Title VI Programs for all FTA Grantees. The authority for FTA’s Title VI Circular derives from Title VI of the Civil Rights Act of 1964, 42 U.S.C. 2000d, et seq, which prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving Federal financial assistance. In the 18 years since FTA last revised its Title VI Circular, much of FTA’s guidance has become outdated.
To respond to these changes, FTA issued Circular 4702.1A in May 2007. This revised guidance incorporated updated information such as: assuring meaningful access to services by Limited English Proficient (LEP) persons, environmental justice provisions, and removed outdated language. All recipients of FTA funds are required to have a Title VI program on file with FTA (except Tribal Transit recipients). This Program shall be attached in the Transportation Electronic Award and Management (TEAM Web) System and updated every three years. Title VI Program updates should be attached in TEAM at least 30 days prior to expiration. Title VI Programs developed after December 2007 shall meet the program requirements as set forth in Circular 4702.1A.
