The FTA "Final Policy on Architecture and Standards Conformity, issued in April 2001, implemented a TEA-21 requirement that ITS deployments conform with the National ITS Architecture and applicable ITS Standards.  The Final Rule/Policy requires States and metropolitan areas to develop a regional ITS architecture by April 2005 if there is intent to spend Federal-aid dollars on ITS deployment.  In general, grantees not covered by a regional ITS architecture by this date will not be permitted to spend Federal-aid funds on ITS deployment projects until a regional ITS architecture is in place. 

Although development of regional ITS architectures is proceeding around the region, there are some regional ITS architectures that have been under development for an extended amount of time.  We have significant concern that these regional ITS architectures will not be completed by April 2005, and that your ITS program may be significantly and negatively impacted.  So that access to Federal funds is not restricted this April, an extensive program of tools, resources and information are available to assist State and local agencies, and FTA field staff on all aspects of regional ITS architecture development and use.

I am asking that you devote some of your personal attention to understanding the status of regional ITS architecture development in your region, and that the appropriate actions are being taken to ensure compliance with the regulation.  A complete status of your progress in complying with this policy should be provided to this office by January 31, 2005.  Please complete the attached form and return it by email to  If your architecture has been completed, please provide our office with a copy of your stakeholder-approved document.
