Grants Management: Lapsing Funds, Carry-Over Funds, 2012 Appropriations

As you are aware the second notice announcing partial apportionment for programs funded with Fiscal Year (FY) 2012 contract authority for the period October 1, 2011 through June 30, 2012 was published in the Federal Register on May 9, 2012 (http://www.gpo.gov/fdsys/pkg/FR-2012-05-09/pdf/2012-11203.pdf). Consequently, we are concerned about meeting all of your grant processing needs within a short time span and are soliciting your cooperation in submitting your grants in the following time frame.

Lapsing Funds: Many of you have been notified by Federal Transit Administration (FTA) regional staff of funds that will lapse on September 30, 2012. This bulletin is to inform you that your applications should be entered in Transportation Electronic Award Management (TEAM) and ready for FTA to review no later than June 18, 2012. If you have not entered a review ready grant in the TEAM system please do so no later than June 18, 2012.

Carry-Over Funds and 2012 Appropriations: Currently, we have a number of grantees that have not submitted grants for the 2011 and earlier appropriated funds that are not lapsing on September 30, 2012. Please enter a grant for these 2011 and earlier funds for FTA review by no later than June 25, 2012.

At this time, FTA has available 9/12 of the anticipated 2012 formula funds. The funds available are:
1. 5303 - Metropolitan Transportation Planning Program
2. 5304/5305 - Statewide Transportation Planning Program
3. 5307 - Urbanized Area Program
4. 5309 - Fixed Guideway
5. 5309 - New Start
6. 5311 - Rural Assistance Program
7. 5316 - JARC
8. 5317 - New Freedom

To expedite our grant processing for the 2012 appropriations, we request that you enter appropriate grants for 9/12 of the funding which we can award at this time. Also in this grant entry, please include an estimate for the full unappropriated 2012 funds (note that the 9/12 funding was based on the prior years appropriation and the full appropriated funds may be more than last year’s full appropriation) in the contingency budget under the contingency non-add scope. We will request the Department of Labor (DOL) to certify the whole project including the contingency activity. When the full appropriated funds become available, you will enter an amendment removing the contingency budget and include the correct amount in the active budget. Your grant will not need to go back to DOL for recertification.

Due to the timeline of each designated recipient in the JARC and New Freedom programs, you may not have the ability to structure these grants in the same way. Therefore, enter these grants as soon as possible.
