Environmental Review Requirements
The Federal Transit Administration (FTA) would like to remind grantees that any work proposed for a project site is subject to review under the National Environmental Policy Act (NEPA), Section 106 of the National Historic Preservation Act, and must receive FTA’s concurrence prior to work commencing. Unauthorized activities at a site by the grantee could disqualify federal funding for the project. Of particular concern is any proposed physical work at the project site.
Physical work consists of any activities which may alter a site or cause ground disturbance including, but not limited to, preliminary activities such as cultural resource investigations, geotechnical investigations, borings for environmental site assessments, and other soil or ground testing.
If your project involves preliminary activities such as those listed above, please submit a Categorical Exclusion (CE) and Documented Categorical Exclusion (DCE) Worksheet to the Region 10 mailbox at email@example.com and the proposed activities will be reviewed by FTA. The CE/DCE Worksheet can be found on the FTA Region 10 web site at http://www.fta.dot.gov/regions/region10/regional_offices_7747.html. FTA can typically turn around approvals for these routine activities in fairly short order provided all needed information is included.
