| Section 3035(w) of ISTEA directed FTA to sign a multiyear grant agreement with the Northeast Ohio Areawide Coordinating Agency (NOACA) in the amount of $1.6 million for a commuter rail feasibility study. The Northeast Ohio Areawide Coordinating Agency has received a grant for $800,000 and has begun work on Phase I of the study. In this phase, NOACA is looking at existing and proposed land use patterns and impacts, preliminary ridership estimates, preliminary cost estimates and other feasibility indicators for potential commuter rail corridors in the Cleveland, Ohio, area. The first phase is expected to be completed during FY 1997.
Phase II, if funds are available, will complete the analysis by assessing economic and environmental implications of a commuter rail system, as well as other transportation modes available to meet the anticipated travel demand. Phase II would also include preliminary design, cost and integration with existing transit services and an implementation plan for those corridors found to be feasible. |
