Chapter 2.2: Introduction to the Financial Plan

What is this?

The financial plan begins with a description of the project sponsor and major funding partners. The introduction describes the current transit system and discusses the project sponsor's and partners capability to fund the construction and operation of the proposed project. The introduction then describes the proposed project. This description explains the purpose and need for the project and how this project fulfills the project sponsor's objectives. The introduction then describes the strategy to provide the local share of project funding. The introduction concludes with a summary of the projected financial position of the project sponsor and the ability of the sponsor to fund planned capital improvements and continue to operate and maintain the existing transit system.
