This report provides information on the suitability of allowing contractors that undertake new fixed guideway capital projects (i.e., New Starts and Small Starts) to receive performance incentive awards if a project is completed for less than the original cost. This report is submitted in response to the requirements of 49 U.S.C. 5309(l)(3), as amended by the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU).
This report was published and transmitted to Congress in November 2006.
