The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) updated 49 U.S.C. 5316(i)(2) requesting FTA to provide a report on the effectiveness of the Job Access and Reverse Commute (JARC) Program (49 U.S.C. 5316). This report provides an evaluation of the JARC program as well as the effectiveness of recipients making grants to subrecipients under the JARC program. This report was published and transmitted to Congress in January 2009.
