The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) updated 49 U.S.C. Section 5309(l)(2) requiring FTA to submit this annual report to Congress. The report documents and analyzes the consistency and competency of cost estimates and ridership forecasts developed by contractors and transit agencies for developing new fixed guideway (New Starts and Small Starts) capital projects.
