As part of its implementation of the surface transportation reauthorization law, the Safe, Affordable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), the Federal Transit Administration (FTA) held a variety of informal public outreach events and formal listening sessions.
November 2005 Planning
FTA and the Federal Highway Administration (FHWA) jointly conducted a SAFETEA-LU Listening Session in a web conference format for metropolitan planning organizations on November 29, 2005. The purpose of the listening session was to solicit feedback and input on the planning provisions in SAFETEA-LU that MPOs believe need regulation, guidance or clarification. December 2005 FTA Programs
The FTA held informal two-day listening sessions in five cities across the country, December 5-20, 2005. These listening sessions addressed transit-related issues including:
- Rural Transit Programs and Tribal Transit Issues
- Job Access Reverse Commute/New Freedom/Elderly and Disabled Programs
- Urbanized Programs including Bus and Fixed Guideway Modernization

April 2006 Tribal Transit Program
On April 4th and 7th, FTA hosted 1-day outreach meetings in Denver, Colorado and Kansas City, Missouri, respectively, with interested stakeholders to discuss its new Tribal Transit Program. Discussions included the Federal Register Notice published on March 22, 2006 titled, Public Transportation on Indian Reservation Program [49 USC §5311(c)(1)]: Notice of Public Meetings, Proposed Grant Program Provisions."

FTA held a listening session in Chicago on June 26, 2006.
July & August 2006 Planning
FTA programmed a series of public outreach sessions to discuss a Notice of Proposed Rulemaking (NPRM) on the metropolitan and statewide planning requirements outlined in SAFETEA-LU. The sessions were scheduled to occur during the NPRMs 90-day comment period, which opened on June 9th. The afternoon events featured an hour-long presentation by FTA and FHWA headquarters staff, followed by questions and a clarification session. Participants who included metropolitan planning, state and local government, and transit agency staff, as well as transportation stakeholder groups and members of the public were encouraged to submit their comments directly to the US DOT Docket for inclusion in the public record. The sessions provided valuable information for FTA Region and FHWA Division staff, MPO staff, local planners, and other stakeholders and transportation decision makers.
