Since 1998, the Federal Transit Administration (FTA) has awarded and managed Federal financial assistance for public transportation through its Transit Electronic Award and Management (TEAM) system. As of January 2014, FTA is now preparing to deploy a successor to TEAM called the Transit Award Management System, or TrAMS.
FTA is postponing the deployment of the TrAMS grants management system until after December 31, 2014. As Secretary Foxx noted in his Dear Colleague Letter of June 19 (PDF), there is a risk that the balance of the Mass Transit Account will require FTA to implement cash management procedures around the beginning of Fiscal Year (FY) 2015. While there are recent actions in Congress that would indicate a possible short term "fix" to the pending Highway Trust Fund account may happen this summer, deliberations are ongoing and final outcomes uncertain. Given actions that are required to prepare FTA systems for the possible implementation of cash management procedures this year or next, it is in the best interest of our grantees to reschedule the launch of TrAMS into the new calendar year.
Consistent with FTA’s normal grant development practice and to ensure grants will be migrated into TrAMS, FTA previously advised grantees that all grant applications should be entered into TEAM by June 30, 2014 in order to ensure award by the end of the fiscal year. At this time, grantees may resume entering those grants into TEAM that are expected to be awarded by December 31, 2014. As a reminder, TEAM will close for year-end processing at 8 pm EDT on Tuesday, September 23, 2014. Likewise, ECHO-Web will be closed for year-end processing starting at 2 pm EDT on Wednesday, September 24, 2014. Per normal practice, ECHO-Web will reopen on October 4, 2014 to process disbursements, and TEAM will re-open near the end of October 2014 to obligate grants.
Please note: The new ECHO-Web payment system is being developed in conjunction with TrAMS and will also be deployed after December 31, 2014.
