Q. Does the FMVSS requirement (49 CFR 571) apply to rail cars? Also, can you direct me to an agency that operates rail systems and has good procedures for Buy America compliance?

A. The FMVSS requirements in 49 CFR 571 apply to motor vehicles only. They do not apply to rail cars. By an earlier e-mail we provided you with a number of rail system operators in response to your request for information about these systems.
