3/5/2014 Buy America Transit Supply Chain Webcast

The U.S. Department of Transportation’s Federal Transit Administration (FTA) has team up with the U.S. Department of Commerce's National Institute of Standards and Technology (NIST) and its Manufacturing Extension Partnership (MEP) to connect American suppliers with opportunities associated with FTA funded commuter rail, heavy rail, light rail, and bus projects. This partnership is focused on identifying and developing a more robust domestic supply base for public transit in the U.S. On Wednesday, March 5, 2014, at 1:00 pm, EST, NIST-MEP will host a national webcast on the Transportation Supply Chain Connectivity program. During this webcast, MEP centers will: learn more about the FTA collaboration; meet with participating transit industry OEMs and Tier 1 Suppliers, and get up to date information about Supplier Scouting activities. 2/4/2014 FTA Categorical Exclusions Webinar

On January 13, 2014, the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) published a joint final rule in the Federal Register creating two new categorical exclusions (CE) for the Agencies, pursuant to MAP-21. The new CEs will be effective on February 12th. This FTA webinar will take place on Tuesday, February 4th from 1:30 pm to 2:30 pm (EST), and will be focused on FTA’s implementation of the new CEs. The webinar will be recorded and posted on FTA’s website (www.fta.dot.gov) when available.

FTA will hold a webinar training session on the required Hurricane Sandy Hazard Mitigation Cost Effectiveness (HMCE) analysis from 9:00 AM – 12:30 PM on January 28, 2014. This session will provide training and guidance on completing and submitting the required Hazard Mitigation Cost Effectiveness Analysis with a Hurricane Sandy resilience project application. All applicants are required to participate in an HMCE training session before submitting a project application. All applications must include the HMCE analysis, which will be provided at the training session. The information presented in this session is identical to the training held on January 22, 2014; it is not necessary to attend both.

12/11/2013 DBE Shortfall Analysis: Common Errors and Effective Practices

Any transit agency that does not achieve its Disadvantaged Business Enterprise (DBE) goal in any fiscal year must examine the reasons for the shortfall and establish specific steps to correct it. This technical assistance webinar is intended to help you improve your shortfall analyses and submissions and satisfy compliance with the DBE regulations and FTA’s expectations. We encourage all grantees to participate and specifically FTA’s top 50 grantees who must submit their analysis and corrective action plan to FTA by December 29 of each year for review (Top 50 grantees are listed here http://www.fta.dot.gov/documents/Top_50_FTA_grantees.pdf).

The provision of Section 122 of Title 23, U.S.C., GARVEEs permit States to pay debt service and other bond-related expenses with future Federal-aid highway apportionments. GARVEEs provide the opportunity to leverage Federal-aid highway funds to accommodate major projects that might preempt a State’s capital program or to advance phases of various statewide projects by composite issuance. As of September 30, 2011, 25 States and 2 territories had issued $15 billion in GARVEEs since enactment of the National Highway System Act in 1995.
