Office of Safety Review

The Office of Safety Review is responsible for establishing the framework for coordinated and cooperative review of safety activities within FTA, in accordance with the new Safety Management System (SMS) approach.

This office reviews, oversees, and maintains transit safety policy compliance and monitoring compliance of technical assistance to transit industry stakeholders.

In the Office of Safety Review, the following report to the Director: Drug & Alcohol Compliance, Emergency Management, and Transit Safety Oversight.

Working out of US DOT/FTA headquarters and in partnership with Winlsow Powell (FTA’s Alternate Emergency Coordinator); Tony’s duties and responsibilities range from having an integral role in the on-going updating/general management; training and actual deployment of FTA’s Continuity of Operations Plan (COOP), to serving as the lead “Emergency Coordinator” and liaison in addressing all hazards impacting or potentially impacting the transit industry in any significant way. As an integral member of the FTA Emergency Management Team and on a daily basis he performs his duties and responsibilities on behalf of FTA with the US DOT Office of the Secretary (OST); OST’s Office of Emergency Transportation, Intelligence & Security; the OST’s Crisis Management Center (CMC); other US DOT Modes and, of course, FTA’s transit industry partners - along with state; local; federal; emergency management; law enforcement; homeland security and transit safety organizations nationwide.

Just prior to his joining the FTA family, Mr. Tisdale retired as a Captain with the Washington Metropolitan Area Transportation Authority (WMATA) Metro Transit Police Department (MTPD) after twenty five years of service there. He is an FBI National Academy Graduate (153rd Session); has a bachelor’s degree in Para-Legal/Pre-law Studies from the University of Maryland-University College and a Master’s Degree in Management from Johns Hopkins University.
