In 2006, the Federal Transit Administration Office of Civil Rights initiated the Transportation Equity Research Program (TERP) pursuant to Section 3046(a)(3) of the Safe, Accountable, Flexible and Efficient Transportation Equity Act, a Legacy for Users (SAFETEA-LU). TERP includes research in Research and demonstration projects to assess the impacts of transportation planning, investment, and operations on minority and low-income populations, promoting employment in transit construction projects by members of minority and low-income communities, assisting transit agencies provide language assistance to persons with limited English proficiency (LEP), and planning implimenting emergency preparedness for minority, low-income, and LEP persons.
