DEADLINE EXTENDED!

The closing date for the Federal Transit Administration’s 2008 Broad Agency Announcement for the Public Transportation Participation Pilot Program (PTP) has been extended to 12:00 midnight on Monday, May 12, 2008.  This extension date has been posted on http://www.grants.gov/.  FTA believes that this extension will provide further opportunity to interested parties to submit a proposal for the PTP program. You may access the posting directly by clicking on this link: http://www07.grants.gov/search/search.do;jsessionid=HhhQJnvwq1p1dS2LR12PkhwYzHv2B5gYh5ShTx1ppSDGdWpvnZCm!-108306577?oppId=41020&flag2006=false&mode=VIEW.

Please note that you must have a DUNS number in order to submit your application through the grants.gov system. This process could take anywhere from two to five days,  so please keep this in mind as you prepare your application.

As indicated in the initial announcement, proposals are being solicited for applied research in the area of public participation as it relates to the planning of public transportation projects and programs. The Public Transportation Participation Pilot Program (PTP Program), as called for under Section 3046 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), is to support the research and development of innovative approaches to enhance the quality and level of public participation in public transportation planning. FTA has budgeted approximately $1,028,000 for conducting research under this third phase of the PTP Program. Funding for future years of the PTP Program will be based on availability of funds. In keeping with that concept, FTA anticipates awarding 6 to 10 proposals for work to be completed within 24 months of receipt of the funding award. FTA also may choose to fund only a part of a proposed project. FTA will consider projects of longer duration, but the work activities and product delivery must be phased in such a way as to produce a viable first-phase product. After the first phase of a project, funding for subsequent phases will be contingent on the availability of funds and satisfactory progress against planned work to that point. FTA also reserves the right to not fund proposed projects.

If you need further information please contact Mr. Victor Austin at 202.366.2996 or Victor.Austin@dot.gov.

FTA has published a Broad Agency Announcement [pdf] on http://www.grants.gov/, with the requisite details on how to apply for funding under the PTP Program. You may also contact Ms. Sharon Chan Edmiston at the U.S. DOT Research and Innovative Technology Administration’s Volpe National Transportation Systems Center at 617.494.2405 or Sharon.ChanEdmiston@volpe.dot.gov.

Proposals must be submitted through www.grants.gov by 12:00 midnight, Monday May 12, 2008.
