Dear Colleague:

I am pleased to provide you with a copy of the 2001 edition of the Federal Transit Administrationís Supplemental Report on New Starts, which we have prepared in response to the requirements of 49 U.S.C. 5309(o)(2).  This report was approved by Secretary of Transportation Norman Y. Mineta on December 6, 2001.

As required under §5309(o)(2), this report updates the status of proposed new fixed guideway systems and extensions ("new starts") that have completed the alternatives analysis or preliminary engineering stages of project development since the date of the last Annual Report on New Starts.  A total of 12 proposed new starts projects is included in this report; of these, five have completed preliminary engineering and seven have completed alternatives analysis.

It is important to stress that this is not a budgetary document.  The purpose of this report is to update project-specific information and ratings for those projects that have recently completed alternatives analysis or preliminary engineering.  Nothing in this report in any way alters any recommendations for the allocation of discretionary new starts funding that have been made by the Administration.
