What is this?

Goal:
Increase the average number of transit boardings traveled per market (top 150 transit agencies) by 1% over the previous year, adjusted for changes in employment levels, by the end of FY 2005.
Data
The chart reflects Ridership data normalized for employment using data from the US Department of Labor, Bureau of Labor Statistics.
Note: Monthly data (July-June) reflects information for 123 of the top 150 transit agencies.
