FTA provides technical assistance and oversight to assist transit agencies in complying with the Congressional requirement and the FTA policy on conformity with the National ITS Architecture. Selected consultant contractors under the direction of the Advanced Public Transportation Systems Division Project Manager work with the FTA regional offices in scheduling and performing site reviews. Site selection criteria have been developed and are used in prioritizing candidate sites. Priority factors include annual risk assessments and the Departmental ranking of the top 75 metropolitan areas, which are candidates for integrated deployment of ITS Infrastructure. In addition to site-specific oversight, FTA develops national guidance on ITS policy issues related to best practices on project architectures, systems engineering, and identifying ITS projects in the Transportation Electronic Award and Management (TEAM) system.
