New Freedom Policy, Guidance, and Procedures

On May 1, 2007,Circular 9045.1, the New Freedom Program Guidance and Application Instruction went into effect. This circular contains uidance on the administration of the New Freedom program under 49 U.S.C. 5317and guidance for the preparation of grant applications.
