Flexible Funds: FHWA & FTA Programs

Flexible funds are certain legislatively specified funds that may be used either for transit or highway purposes.  The decision to "flex" – either by transferring funds between federal programs, or by utilizing the broad eligibility allowed in some federal funding programs – is made by state and local decision makers, in consultation with federal officials, and in the context of the metropolitan planning process.
