Interstate Sub., Metropolitan Plnng, State Planng & Res., and CPGs.
Operating includes the following programs:  Urb. Areas Form., Non-urb. Form. (including Intercity Bus Program
Reserve), and Job Access / Reverse Commute.
Washington, DC MetroRail obligations are included.
Because the obligations were rounded to millions, some accuracy of the totals was lost.
