FY 2009 FTA Annual Performance Plan Goal 2b – State of Good Repair

Rationale:

During the first six months of 2008, 78 million more trips were taken on public transportation compared to the same period in 2007. Demands of higher ridership on aging bus and rail infrastructure prevent us from achieving full economic, environmental, and congestion relief benefits from these systems. We need a full accounting of what it will take to bring these older rail transit systems to a state of good repair (SGR) in order to maintain the ridership growth experienced in FY 2008.

Deliverables:

  • Kick-off SGR initiative (1st Qtr)
    • CEO panel at APTA annual meeting (Oct 2008)
    • Issue “Beginning the Dialogue”/SGR Workshop Proceedings/Report (Oct 2008)
  • Issue Rail Modernization Report to Congress (1st/2nd Qtr)
  • Sustain Communication/Outreach to Industry 
    • Establish SGR Website (1st/2nd Qtr)
    • Establish FTA/Industry Work Group on State of Good Repair (1st/2nd Qtr)
      • Work on shared definition of “SGR”
      • Plan for SGR roundtable with transit industry
      • Discuss research/technical assistance priorities for SGR
    • Convene SGR Roundtable (3rd Qtr)
  • Develop SGR/Transit Asset Management Research and Technical Assistance Plan (3rd/4th Qtr), and implement first year of Plan products:
    • Inventory current asset management systems in use (focus on bridges, tunnels, and vehicles)
    • Develop statement of work for National Transit Institute (NTI) course on transit asset management
    • Develop plan for collecting capital asset data in the National Transit Database
    • Issue Request for Proposal (RFP) for study of replacement and rehabilitation expenditures and debt levels
    • Identify data sources and issue an internal working paper on the financial condition of transit systems and options for system modernization.

Outcomes:

  • Capital reinvestment to address SGR is included in Administration reauthorization proposal.
  • Establish baseline of FY 2009 FTA replacement and rehabilitation expenditures.
  • Draft FTA-industry consensus on definition of “SGR.”
  • Better understanding of asset management practices; debt levels and other financial management challenges at transit agencies; and the Federal role in assisting transit agencies to achieve a state of good repair.
