The competition will be a two stage competition, which, amongst other things, involves a separate qualification process (prequalification). Qualified tenderers will then be invited to give a tender.

This is a two stage competition, which means that there is a separate qualification process (prequalification). Qualified tenderers will then be invited to give a tender.
A negotiated procedure has several phases in order to reduce the number of tenders which are negotiated (see the Public Procurement Regulations § 20-11 (1)). This means that the received tenders will be ranked in accordance with the award criteria as regards the selection of which tenders shall be negotiated.
Negotiations will not, therefore, be held for all of the received tenders.
The qualification documents will be available from 29.10.2009.
The contract and procurement will be undertaken in Norwegian. Service providers must be fluent in Norwegian, both orally and in writing.
