INVITATION FOR PREQUALIFICATION
Track Overhaul
Identification Number: PT - 01/2008
Bosnia and Herzegovina Railways Public Corporation (BHRPC) and Railways of the Federation of Bosnia and Herzegovina (FBIH) and Railways of Republic of Srpska (ZRS) (the Employer) intends applying the proceeds of loans from the European Bank for Reconstruction and Development and the European Investment Bank (the Banks) towards the cost of the Track overhaul and signalling improvement of the Banja Luka-Doboj railway line along the section Kostajnica-Josavka and the Track overhaul and signalling improvement of Sarajevo-Ploce railway line along the section Konjic-Capljina
The Employer intends pre-qualifying firms and joint ventures to tender for the following contract(s) to be funded from part of the proceeds of the loan:
On the Section Konjic-Capljina, a 99 kilometres long single-track railway line from the kilometre point km 71+385 to km l70+390. The Works shall be offered in 2 separate Contracts, applicants are eligible to bid for one or both contracts.
Contract 1 Konjic-Raska Gora 45 km from km 71+385 to km 116+835
Contract 2 Raska Gora-Capaljina 54 km from 116+835 to km 170+390
Invitations are hereby invited to pre-qualify for the Contract
Konjic-Raska Gora, 45 km from km 71+385 to km 116+835 the Contract includes the overhaul of permanent way components (rail, fastenings, sleepers and ballast) and the local rehabilitation of the structure. The Contracts also include the supply of the required materials and equipment for the works. The duration of the works is estimated at 2 years.
Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Banks is open to firms and joint ventures of firms from any country.

SSL Automatic Train Control System The Contracting Entity defines an Automatic Train Control (ATC) system as a signalling system that provides service control, Automatic Train Operation (ATO), Automatic Train Protection (ATP) and Automatic Train Regulation (ATR) on a railway. The Contracting Entity is seeking expressions of interest for the provision of an ATC system on London Underground Limiteds Sub Surface Line Network (SSL network). The SSL network currently comprises circa 300km of railway and circa 100 stations. It is presently operated in 4 discrete lines (Metropolitan, District, Circle, and Hammersmith & City), and under its current configuration, includes circa 53 interlockings. There are major junctions with other lines which operate different types of rolling stock and signalling and control system to those which are in operation on the SSL network. To deliver the new ATC system will require several configuration changes of the operational railway and strong management and systems integration skills will be required from the proposed supplier. It is currently envisaged that the ATC system will be installed and integrated on new rolling stock, the detailed design of which has already been completed and production started. It is currently envisaged that the upgraded railway will operate with a peak service of 32 trains per hour in the central areas, with additional capability to recover from perturbed service by increasing speed profiles under ATR system control. Station dwell times in the central areas currently vary from 20 seconds to 50 seconds, with manual driving and control of the trains doors. A standard ATO operational recovery margin of 15 seconds is generally assumed. Where enhanced ATO (such as automated dwell management) and ATR capability (including the ability to recover the service by use of enhanced run profiles and/or to optimise energy consumption) are offered by suppliers and implemented as part of the contract, some adjustments to dwell times and operational recovery margins will be possible. It is anticipated that the ATC system will be integrated with other existing or proposed communications and control systems to provide an integrated control centre. The provision of the integrated control centre building is excluded from the contract. The Contracting Entity will be responsible for integrating all aspects of the supplied ATC system with the new trains and with all other equipment. The Contracting Entity wishes to retain flexibility for future renewals, updates and alterations to the system and is seeking means to control the whole life costs of the systems. Therefore, the Contracting Entity will be seeking rights to use supplier information and will require appropriate rights to interface and integrate other systems with the ATC system. Access to the operational railway is likely to be severely limited; therefore, the Contracting Entity will require the demonstration of system reliability and performance through the extensive use of off-site validation and testing, simulation, and reliability proving. To further minimise the impact on the operation of the existing railway the ATC system will be implemented on the railway in stages. This notice is the first stage of a qualification process for the ATC system supply and will be open to individual companies, consortia or joint ventures to register their interest in the pre-qualification process.
