The contract(s) may contain options in respect of further works in relation to East London Line Phase 2 (which is currently subject to funding approval).

TITLE Phase 2-Systems & Traction Power

1) SHORT DESCRIPTION:

Systems.

Signalling.

The proposed signalling installation works may include but not be limited to the works detailed below:

Extension of the ELL signalling system from Silwood Junction to Old Kent Road Junction;

Provision of lineside signalling infrastructure;

Modifications to the interlocking and signalling control systems within the OBC;

Provision of an additional SSI at the OBC;

Interface with the NR London Bridge signalling system for the new connection at Old Kent Road Junction;

Telecommunications.

The proposed telecommunications installation works may include but are not limited to the works detailed below:

Extension of the ELL operational communication systems from Silwood Junction to Old Kent Road Junction;

Provision of operational telephony including: SPTs, PZTs, etc;

Extension of the ELL retail communication systems from Silwood Junction to Old Kent Road Junction;

Provision of retail telephony including: PA, CCTV, help points, customer information screens, lineside SCADA, etc;

Extension of GSMR coverage to support operational communications and driver only operations between Silwood Junction and Old Kent Road Junction.

Modifications to the telecommunication control systems within the existing OBC;

Lineside Electrical and Plant.

The proposed lineside Electrical and Plant (E & P) installation works may include but are not limited to the works detailed below:

Provision of signalling power supplies;

Provision of station power supplies for: lighting, lifts, fire control, telecoms, etc;

Provision of lineside power supplies for: point heaters, telecoms, etc;

Provision of lineside E&P infrastructure including: point heaters, etc;

Provision of lineside SCADA for: point heaters, etc;

Traction Power supply.

The proposed traction power installation works may include but are not limited to the works detailed below:

Extension of the ELL DC traction power system;

Provision of a new TP Hut at Silwood Junction;

Provision of lineside traction power system infrastructure including: switches, isolators, etc;

Precise information on deadline(s) for lodging appeals: This authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have two working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested from the address in section I.1.

If an appeal regarding the award of a contract has not been successfully resolved the utilities contracts Regulations (SI 2005 No6) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the settling aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages.
