Dear Grantees:

As you know, all recipients of Federal transit funding must have a Title VI program in place with FTA.† On August 28, 2012, FTA published a notice in the Federal Register announcing changes to the Title VI Circular (4702.1B).† That Circular goes into effect today.

Any programs submitted to FTA before October 1st will be reviewed for compliance with the old Circular (4702.1A).† After Oct. 1st all Title VI programs submitted to FTA must comply with the revised Circular (4702.1B).† In order to facilitate the orderly transition from the old Title VI Circular (4702.1A) to the revised Title VI Circular (4702.1B), we are providing you approximately seven months to come into compliance with the revised Circular.† Please go to the Civil Rights webpage located at http://www.fta.dot.gov/civilrights/12328.html†to find your new due date for submitting your revised Title VI program.† Overall, the schedule for submitting updated Title VI programs will be as follows:

If you do not see your State, transit agency or metropolitan planning organizationís name listed on the spreadsheet, please contact your Regional Civil Rights Officer immediately.† As noted earlier, with very limited exceptions (tribal transit and research), all recipients of Federal transit funding must have a Title VI program in place.

Please note that the above due dates are sixty (60) days in advance of the programís expiration date.† Previously, FTA requested this submission 30 days in advance of the expiration date.† FTA believes that sixty days will allow for review and the ability to provide technical assistance, if needed, well in advance of the expiration date. †Please note that grantees who fail to submit a Title VI program in TEAM by the designated due date may jeopardize their ability to receive Federal funds or FTA grants.† Should you have questions about the above process and schedule, please do not hesitate to contact your Regional Civil Rights Officer, Ms. Rebecca Tanrath, at Rebecca.Tanrath@dot.gov.
