Dear Grantees:

The proposed FTA Circular 9030.1E: Urbanized Area Formula Program: Program Guidance and Application Instructions has been revised in response to MAP-21, and incorporates up-to-date guidance on numerous aspects of the program. The public notice and request for comment was printed in the Federal Register on Monday, April 22, 2013 and may be located at:

Comments should be submitted at www.regulations.gov under docket FTA-2013-0010. The public comment period will close on June 21, 2013. The revised circular will not become effective until the final version is published. Until then, guidance on FTA’s implementation of MAP-21 can be found in FTA’s FY2013 Apportionment Notice, published on October 16, 2012:
