  1. POSITION SUMMARY:

    The Associate Administrator for Communication and Congressional Affairs for the Federal Transit Administration (FTA) is the senior executive responsible for Leadership and management of all aspects of external and internal communication, as well as the agency's legislative affairs activities.

    The Associate Administrator for Communication and Congressional Affairs is accountable for:

    • Developing, directing, and implementing comprehensive, proactive communications plans, policies and procedures for FTA;
    • Supervising the activities related to internal communications; outreach and media; and legislative affairs;
    • Coordinating and supervising the development of employee information and communications programs, with and emphasis on web-based communications;
    • Providing advice and direction to FTA operating offices with regard to significant public outreach, communications with transit stakeholder groups, media relations, internal communications and legislative activities; and
    • Supervising and managing correspondence received by the Administrator and Deputy Administrator.

  2. DUTIES AND RESPONSIBILITIES:

    Key duties and responsibilities include:

    • Supporting the Administrator's and the Deputy Administrator's performance agreements with the Secretary of Transportation, as well as commitments in FTA’s strategic business plan, performance plan and Government Performance and Results Act (GPRA) accountabilities.
    • Serving as the principal agency representative to the Secretary's Office of Public Affairs.
    • Managing all activities associated with news conferences, public ceremonies, official grant releases, special events, exhibits, briefings for key officials, and the preparation and dissemination of responses to incoming mail.
    • In conjunction with appropriate program offices, developing and disseminating key information to FTA employees and contract personnel.
    • Directing and supervising a proactive media relations program, including communications plans created to achieve maximum use of news, newsvideo and newsphoto releases, audio-visual materials, radio and television activities, liaison with representatives of various types of communications media, and special communications and outreach activities.
    • Leading and managing the agency's legislative affairs activities, including proactive identification and management of legislative issues, grant announcements, and requests for technical assistance.
    • Leading and managing FTA participation in community outreach for the purpose of disseminating information to the general public and promoting public transportation goals and activities, including increased ridership.

  3. SUPERVISION RECEIVED:

    The administrator provides overall direction with respect to mission and goals. The Associate Administrator for Communication and Congressional Affairs frequently originates

    Assignments based on the philosophies and objectives of the Administration, including the President’s Management Agenda, the Department of Transportation Strategic Plan and Performance Plan, and FTA’s Strategic Plan and Performance Objectives.
