Currently, Scott A. Biehl is the Acting Chief Counsel to the Federal Transit Administration. Since 2005, Mr. Biehl has served as the Deputy Chief Counsel to FTA—the top career lawyer in the agency. In addition to his managerial role, Mr. Biehl is FTA’s lead counsel for discretionary major capital investments, and he practices environmental, ethics, and administrative law. Previously, he served the agency as its Assistant Chief Counsel for Legislation and Rulemaking, Assistant Chief Counsel for Regional Operations, and the lead litigator. He began his legal career in 1977 in private practice, with the Tucson firm of Schorr, Leonard & Felker, and he began his Federal career in 1980 with the U.S. Environmental Protection Agency.
Mr. Biehl holds a Bachelor’s of Science cum laude from Arizona State University and a Juris Doctorate from Lewis and Clark College. He is a member of the State Bar of Arizona and the Oregon State Bar, and he is admitted to the U.S. Court of Appeals for the Ninth Circuit.
