FEDERAL TRANSIT ADMINISTRATION

FY 2006 Appropriation Enacted

On November 30, 2005, the President signed the Transportation, Treasury, Housing and Urban Development, the Judiciary, the District of Columbia, and Independent Agencies Appropriations Act, 2006, (P.L. 109-115). The appropriation enacted generally follows the authorized funding levels included in the Safe, Accountable, Flexible, Efficient Transportation Act: A Legacy for Users (P.L. 109-59), which was signed into law on August 10, 2005. Overall, the Act provides $8.5 billion for the Federal Transit Administration (FTA), including: $6.9 billion for Formula and Bus Grants; $1.5 billion for Capital Investment Grants; $74 million for Research and University Research Centers; and $79 million for Administrative Expenses. The Act also: transfers $47 million from the Fixed Guideway Modernization program to New Starts; transfers $25 million from the Clean Fuels program to the Bus and Bus Facilities program; and increases funding for the National Research program from $37 million to $54 million. On December 30, 2005, the President signed the Department of Defense Appropriations Act, 2006 (P.L. 109-148), which included an across-the-board rescission of one percent to all FTA programs pursuant to Title III, Chapter 8, Section 3801.
