Matthew M. Crouch: Associate Administrator for Administration
Matt Crouch is FTA’s Associate Administrator for Administration and Chief Information Officer. He has 25 years of experience in a breadth of Federal management areas in high performance organizations. He has extensive experience both as a civil servant and as a consultant to the Federal Government with the management of: human resources, information technology, procurement, business process reengineering, strategic and performance planning, financial administration, management operations, human capital management, and communications. He has led and managed a wide variety of Government operations, processes, projects, and reengineering efforts in these arenas. Mr. Crouch has worked for five Federal agencies and as a consultant and project manager to the Government. He served as Director of Human Capital Management at EPA, and Director of Strategic Planning at NASA. He joined the Federal Transit Administration in May 2010 as the Deputy Associate Administrator for Administration and was selected as Associate Administrator in September of 2013. Mr. Crouch received a Master of Public Administration degree from George Washington University, and a Bachelor of Science Degree in Management from Purdue University in his home state of Indiana.
As Associate Administrator for Administration, Mr. Crouch serves as principal advisor to the Administrator and other members of FTA’s executive management team and the executive in charge of management of all matters related to: organizational analysis and management planning, facilities, information technology, human resource management, and acquisition management. The Associate Administrator also represents FTA on a variety of Departmental councils and working groups, including the Administrative Management Council, the Working Capital Fund Steering Committee, the Chief Information Officers Council, and the Transportation Executive Security Advisory Council. As FTA’s chief human capital officer, Mr. Crouch is responsible for a full range of recruitment, personnel management, labor-management relations, training, and workforce planning activities. Mr. Crouch guides an overall human resources program designed to ensure that FTA is an employer of excellence and an outstanding place to work. As FTA’s Chief Information Officer, Mr. Crouch leads strategic planning and implementation for the agency’s information technology management activities. He is responsible for IT capital planning and investment management; systems acquisition, development, and integration; and initiatives to leverage technology to improve FTA’s efficiency and effectiveness. The Associate Administrator is also responsible for ensuring that FTA implements records management policies and procedures under the Federal Records Act, provides for information access under the Freedom of Information Act, and complies with the Privacy and Paperwork Reduction Acts.
