Instructions for filling out the Job Access and Reverse Commute Program Grant Proposal Application:

Before You Begin

Applications will be considered only if included in the area-wide Job Access Plan and selected by the Metropolitan Planning Organization in areas with populations of 200,000 and above and by the State in areas with populations below 200,000 persons. If you are uncertain about whether your area has a developed plan and process, please contact the appropriate FTA Regional Office.

Job Access and Reverse Commute program applicants whose area-size designation has changed as a result of the recently released 2000 Census data may use either their 1990 Census designation or their 2000 Census designation, when applying for both FY 2002 and FY 2003 JARC funds. Because the solicitation notice for the JARC program was issued before the new designations were made known by the U.S. Census Bureau, FTA understands that planning may have already been completed before the designations changed, local institutional arrangements may be in transition, and it may be difficult for applicants to establish new relationships with different MPOs before project proposal applications are due.

If you do not have a FTA Vendor ID, please contact your FTA Regional Office to receive one, before you begin the JARC application process.

It is strongly recommended that you first download the JARC application in Rich Text Format (jarcapp.rtf) to your computer and complete it before filling out the on-line forms.

To download the Rich Text document using Internet Explorer, right click on the link below and select "Save Target As ...". A "Save As" window will pop up, which allows you to save the document on your computer. After you download the Rich Text document (jarcapp.rtf), open it in your word processing program and fill out the application, saving it periodically. Once you have completed the entire application, save the document. Using the RTF form saved on your computer, copy and paste the information into the on-line forms.

About the JARC Application

The JARC Proposal Application is best viewed in Microsoft Internet Explorer Version 5 or better with javascript enabled.

Hours
We will conduct maintenance on the JARC application between the hours of 9pm and 8am EDT. Any information entered during maintenance may be lost.

Dail-Up Users
Since some dial-up users may lose their internet connection while filling out the JARC Application. We recommend saving your data often. You may do this by clicking the continue buttons at the bottom of each screen until you reach the "Application Overview". Once you reach the "Application Overview" you may return to the section on the JARC form you were working on by clicking "Edit Part I" or "Edit Part II" button respectively. For further information about form flow see "First Time at JARC On-Line Form" below.

First Time at JARC On-Line Form

Logging In
Enter your Vendor Identification Number in the field provided. There is also a space for a password. Since you are a new user you do not have a password. Leave the password field blank and click "Continue". The next screen will allow you to choose a password and ask you for your email address. Once this is complete, click "Continue to Part I".

Part I
Part I of the on-line form asks for information regarding the proposal as a whole.

Near the bottom of the screen there is a link "Click here to enter Project Funding Priority". This link will take you to where you will enter limited information about your projects; this information includes a "Short Title", the "Area Served", the "Congressional District(s)", and whether the project is a "Continuation" or "New" project.

Please note that you can only enter this information one project at a time and you must begin with your first project in order of funding priority. When you complete the project list you may click the button at the bottom of the page and return to Part I.

Part II
Part II of the on-line forms asks for information on a project by project basis.

The first screen you will see is a listing of all the projects you entered in Part I. Notice that there are buttons in the Project Listing Table in the Short Title column. By clicking on these buttons you will go to Part II of the JARC Proposal application for the project selected.

You must complete a Part II for each project listed in the project listing. Once you have filled out a Part II for every project listed you may click on the "Part II Complete - Continue to Application Overview" button at the bottom of the Project Listing page.

Submitting Your Application
Once you submit the application, the JARC system will email a copy of your application to FTA and to three email addresses for your organization: (1) yours, (2) the "Additional information" contact, and (3) the "Project selection" contact.

Navigating JARC On-Line Application

You may press Tab to move forward through the fields, Shift+Tab to move backward. For multiple choice questions using radio buttons (example), use your left and right arrow keys to select the applicable button. Once the radio button is selected, you may resume using the Tab key.

Pressing the Enter key will save your information and take you to the next step, unless you are in a text area (a text area has scroll bars). Copying from the application saved on your computer and pasting to the on-line form will eliminate the possibility of submitting the form accidentally.
