I am pleased to transmit to you a copy of the enclosed "Annual Report on New Starts" in response to the requirements of 49 U.S.C. 5309(o)(1). As required by this section, the report makes recommendations on the allocation of funds for new fixed guideway systems and extensions for FY 2000.
Identical letters are being sent to the Chairman and Ranking Minority Member of the House Committee on Transportation and Infrastructure; and Ranking Minority Member of the Senate Committee on Banking, Housing and Urban Affairs. We are also providing copies of the report to the Transportation Subocmmittees of the Appropriations Committees of both the House and Senate.
